PILOT BLOCKCHAIN-BASED HOUSEHOLD ENUMERATION IN AN INFORMAL SETTLEMENT IN THE CITY OF CAPE TOWN, 2021

PROJECT MANAGER & SENIOR CONSULTANT, 71POINT4

The primary objective of this project was to pilot the application of blockchain technology for the household enumeration of an informal settlement in South Africa. A total of 156 surveys were conducted in Freedom Park informal settlement over a two-week period in March 2021. The enumeration process provided data for the City of Cape Town to validate the property claims of these households and assess their subsidy qualification.

In this project, I managed the fieldwork process across all steps from survey development to reporting. This included questionnaire development and survey coding, recruitment and training of enumerators, data gathering management and technical assistance, and analysis and reporting.

PILOT BLOCKCHAIN-BASED PROPERTY REGISTER IN KHAYELITSHA, 2019 – 2021

SENIOR CONSULTANT, 71POINT4

The primary objective of this project, conducted in partnership with the Centre for Affordable Housing Finance in Africa (CAHF), was to develop a blockchain-based property register for subsidy houses that have never been transferred to beneficiary households. The project team developed the survey questionnaire and hired 17 previously unemployed enumerators to collect occupancy data in Makhaza, Khayelitsha, using smartphone-based CAPI software. Validated occupancy data was loaded onto a blockchain-based property register. The team also developed processes to enable households to maintain data on ownership through the Transaction Support Centre (TSC).

In this project, I coded the questionnaire onto CAPI software, trained the enumerators, managed the data monitoring and quality control processes, and validated the collected data against administrative data on subsidy housing.
